The second summit of manpower ministers from Asian and European countries held in Nusa Dua, Bali, has resulted in a declaration on the last day of the event. The declaration made in the forum attended by representatives of 37 ASEM partners was drawn into Bali Declaration announced by the chairman of the conference, Indonesian Minister of Manpower, Dr. Ir. Erman Suparno in a press release on Wednesday, October 15th.

Suparno explained that the second summit of Asian-European ministers of manpower has resulted in two documents which are Chairman’s Summary and Declaration on More and Better Jobs. The second one was then also known as Bali Declaration. “Result from the conference will be presented to the 7th summit of Asian-European leaders in Beijing next week,” said Suparno.

The bold-line of Bali Declaration on manpower is common commitment of all ASEM partners in sustainable labor development, which includes creation of more job opportunities, labor protection including migrant laborers, improvement of human resource quality in the form of integrated training programs, improvement of labor social security, and elimination of any forms of discrimination.

Bali Declaration referred to agreements drawn in 2005 World Summit, the 6th ASEM high level conference 2006 in Helsinki, and the 1st manpower minister summit 2006 in Portsdam, Germany, all of which stressed on the importance of Asian-European cooperation has common responsibility to strengthen social dimension of globalization. In this respect, all social partners and stakeholders play important role and bring valuable contribution.

In additon to Bali Declaration, members of ASEM have also agreed on communal contribution to fair globalization through active economic and manpower policies, building social network, human capotal investment, good governance, social dialog, and decreasing economical gap among countries especially between Asian and European.

The press conference also announced commitment between representatives of the two regions, Ambassador for Promotion on Social Cohension Mr. Gilles de Robien (in behalf of European countries) and Vice Minister of Human Resource and Social Security of the People’s Republic of China Mr. Hu Xiaoyi (representing Asian countries). Bot representatives agreed that as a mutual agreement, Bali Declaration will not be neglected as an abandoned paperwork but has to be consistenly implemented instead.
