Construction of the new central parkir in downtown Denpasar at Pasar Puyuk, at the south of Badung central market, is now at the finishing stage. However evaluation conclude that it actually 13% less than target which has to be fulfilled by the contractor. All completion indicators are showing achievements below targets. “The fact puts me in doubt about the construction quality,” said Ir. I Ketut Sugarta during a sudden inspection made by Commission B of Denpasar House of Representatives let by the commission chairman I.B. Gede Udiyana on Friday (November 28th).
Entertaining the inspecting team which included Ir. I Ketut Sugiarta, A.A. Putu Wijaya, S.H., I Wayan Mariyana Wandhira, S.T., and Nyoman Olly Muliartha, S.H. pas the project Manager I Made Suendra. Sugiarta seriously concerns about sub-target achievement of every measured indicators which surely showing potential delay in overall completion. On the other side, if the project gets fast tacked to meet the original deadline – which is December 25th 2008 – construction quality could be affected. “Remaining work is still quite significant, about 25%, expediting completion to meet the deadline will surely affect quality,” he said.
The Project Manager, I Made Suendra, said that the reason for delays was relocation of power distribution hub which has been delayed for quite long. As the could not start the project as schedule, they could not catch the deadline as well. “The delay was also caused by problem faced by the state’s power company (PLN) in relocating their power distribution facility,” said Suendra.
On the other hand I.B. Gede Udiyana asks the contractor PT Agung Sarwa Luwih to accelerate the completion by keeping attention to quality. The project under construction will serve as public facility and therefore quality is essential.
The inspection also reveals that mechanical and electrical (ME) work is also in delay, 44% completion compared to 70% target. ME works of the project is contracted by CV Elektrika.
