Closing to the end of 2008 electrical power supply throughout the country is getting more challenging. The situation was caused by two contradictive situations. Investment in power generation plan has been very limited whilst demand has been significantly increased. The President Director of PLN (the state-owned power company) Fachmi Mochtar exposed the situation after declaring world class service (WCS) by its Bali distribution unit on Friday (December 12th) in Sanur.
Fachmi further said that almost 70 percent of subsidy granted by the government is consumed by fuel purchase, leaving only 30 percent remaining available for investment. “Currently about 30 percent of national power supply is generated by fuel-powered plants. Almost 70 percent of sybsidy find from the government is used up to purchase fuel,” said Fachmi.
At the moment power consumption increase at 1.5 times of national economic growth. On the other hand PLN does not have sufficient financial resource to be spent on investment to meet public demand. “However the effort on providing world class service by Bali regional distribution deserves appreciation,” said Fachmi.
With regard to WCS declaration the General Manager of PLN’s Bali Distribution Region, Ir. Sudirman, M.M. said that WCS target has been completely reached at the end of 2008. Measured indicators include downtime period 61.43 minutes/customer/year, downtime frequency 1.65 occurance/customer/year, sub-standard power current 0.93%, power loss 5.58%, billing correction 1 day, carter correction 0.003%, and problem response 28.78 minutes.
Sudirman further said that after WCS declaration, Bali regional distribution of PLN will set even higher standards. “We are looking to become a world class company (WCC) by 2012.” The WCC target is related to the declaration of self-sufficiency of power supply in Bali. It is expected that there will be no downtime in 2012.
Very high reliabolity will be achieved among others by additional power plants sub-marine power grids. At the moment there are two power plant constructions underway. At the moment Bali has 563 MegaWatt of supply with peak consumption of 481 MegaWatt by 730 thousand customers.
