Local Citizen Remain Poor

Most of the lands at the coast of Tabanan beach are possessed by the investor. There are villas stand at half of it and on the other half still abandoned. Not less of those lands were a fertile farm land before that is now handed over to the investor. Story related to the loss of that land into the hand of those investors is varied as starting from intimidation up to got tempted by the high price.

”In the past, people in Tabanan dreamt about the gleaming world of tourism industry. As far as a land that once plotted as hotel area and golf court but after years become abandoned land,” said one citizen.

Bali Post tracing resulted that most of the land at the cost of Tabanan beach has moved to the investor hand. Starting from Nyanyi Beach until Soka Beach, Selemadeg is possessed by the investor but still abandoned until today.

It was estimated that the investor land is more than 800 hectare. Half of them are utilized by the local citizen and activated once again to have agricultural function; some also used as motor cross circuit as in Pangkung Tibah, Kediri. When tourism reached its popularity, land in Bali especially for those who had strategic value becomes investor’s target.

Among the investor who owned those lands, there are Balinese who lived in Jakarta but most of them are foreigner and investor from Indonesia capital city, Jakarta. But based on later information, slowly most of that land was handed over to the foreign investor. “Now it is estimated that only 20 percent of them still owned by Indonesian citizen,” said one local people.

No certain data about the width of land owned by that investor. At Nyanyi Beach, Beraban, Kediri according to the village officer, there is 120 hectare had been freed from Jakarta investor. Years that land wasn’t productive and abandoned. Moreover, it makes the local citizen utilized it to raise their cows.

In Belalang village, land under investor ownership reached for 300 hectare in width and had been freed for years ago. That land is used for embankment, farming, and parking area. In Pangkung Tibah village the condition is not different too. 100 hectare in width

Poor Again

One of the Pangkung community leader, Tibah Panca Wirawan on Tuesday (November 11th) said that hundred of hectare of land as part of Nyanyi Beach up to Pangkung Tibah once was planned for Hotel area and golf court, imitated the success of Nusa Dua. Local citizen also, said Panca, dreamt to receive benefit from the gleaming of tourism world. “The People who once sold their land who became rich now poor once again,” said the chief of KNPI Tabanan.

As far as we know, almost 98 percent of coast land in Tabanan under investor ownership. Unfortunately, lot of beautiful beach now turn into bush, no one ever explained to the people related to the ownership of those lands,” he said.

Information from the field, land with one to three kilometer in width at the cost is under the investor ownership. It has estimated that two percents from the cost still possessed by the local citizen. In several place like in Kelating Beach and Kelecung had stand some tourism facilities like villa. But most of that villa development has problem such as has no authorization and against beach demarcation. What was strange that the head of Bappeda Tabanan, I Made Sutresna, before hand said that he didn’t have the data according to those land ownership. He said, in space context indeed Bappeda have that we have mapping region data but not the land ownership.

Before, vice regent of Tabanan, IGG Putra Wirasana said that Bappeda is in the middle of recording the sleeping land of those investor that had been activated again. Wirasana confessed that the land at the coast had been on the hand of that investor, but he also said that he didn’t know how much of it had handed over. Now half of that land had been activated and half of them remain as the sleeping land.
