Determination for Jatiluwih village area in Penebel District of Tabanan Regency as a perennial agricultural area, as it poured in Bali Provincial Government Regulation, is highly supported by the local farmers. Although, those farmer also ask for the government in Bali to put also their concern toward the local farmer condition whom cultivating almost 302 hectares rice field area.
“Don’t make us merely as an object, it is when the government only concern a little toward our condition,” explained I Wayan Semarajaya (40), one of local farmer from Jatiluwih.
He gave one simple example, 14 meters perforated irrigation since two years ago until today has not received government attention.
“We had reported this perforated irrigation problem to our district officials. Still, until today there is no further action,” he explained.
He told that there is never any official comes to measure the perforated irrigation although it does disturbing his rice field irrigation. “We keep waiting for repairing, but no one comes,” he revealed.
As a farmer, he is unable to do much, moreover if he has to suggest the repair repeatedly. That 14 meters perforated irrigation is disturbing the water irrigation into his rice field.
He hoped for the government, either from Regional Government of Tabanan Regency or Bali Provincial government itself could pay attention toward the repairing of this local perforated irrigation.
“If the government wants to settle Jatiluwih as a perennial agricultural area, they should have immediately checked it on scene and fixing the perforated irrigation,” he said.
Principally he agreed with the settlement of Jatiluwih as perennial agricultural area since it could muffling land shifting act susceptible happened due to the tourism interference.
He who had shifted into an organic farmer since last three years also put hope to the government, for them become more intensively straight observed to farmers’ subak – traditional institution for agricultural and irrigation issue – in Jatiluwih, so they would change their old concept in order to shift it onto organic agriculture system.
He also added that Jatiluwih rice field area is almost 302 meters wide, divided into seven subak and one pekaseh. In Jatiluwih, seven subak have different cropping pattern since they cultivated is Bali rice or rice with red color.
“Bali rice cultivating season is cost five months and starting on January. And the harvest time in one year is around May and June, just like this year,” he revealed.
