Simpang Dewa Ruci – Kuta flyover road plan construction or generally known as Simpang Siur by local people, had went through discussion session at National Road Construction Hall Territory VIII in Kuta last week. It is expected that the flyover road above the mangrove forest as the Badung Regency proposed can be realized before APEC High Conference 2013 held in Bali.

Vice Regent Badung, I Ketut Sudikerta when contacted on Sunday (July 11) yesterday said that the actual discussion for this fly over road construction, they put expectation for the physical development can begin in 2011. However, considering every stage that must be passed make the development target shifted into 2012. According to him, that megaproject is a solution for traffic jam happened in that location, which also stands as Bali preparation, especially Badung regency, as the host for APEC 2013.

In order to establish that plan, Sudikerta will once again conduct meeting with Director General Bina Marga on next July 14. Shortly, Badung will propose their study concerning the fly over project including its budget planning. “We will discussed it on Wednesday in Jakarta. We expected for this project could be realized before APEC held in Bali,” said Sudikerta. Moreover, he continued that before the establishment of this flyover road there would be initial project of structuring and widening the road. That process will begin starting this year.

Head of Badung Council’s Commission B I Putu Parwata conveyed that the flyover road suggested by Badung regency will fully used budget from the central government. The process of making itself is planned for multi-years preparation. He also added that the flyover plan proposed by central government merely gives them such patchwork impression, whilst Badung in other hand expected a road concept that could solve traffic problem even for the next 25 years ahead. “That is the reason for six lanes flyover roads above Mangrove forest. There is no need for vehicles from Denpasar entering Dewa Ruci lane, instead, they could just drive straight ahead to the fly over road estuary dam above the mangrove forest,” he said.

Parwata also explained that the road structuring backed out 1.5 meter and the building boundary wall will be build along Simpang Siur Kuta-Nusa Dua would has the same height and estimated could cost central budget up to two hundreds billion Rupiah.

Meanwhile, on the discussion at National Road Construction Hall Territory VIII, the central presented their fly over road development to solve traffic jam at Simpang Dewa Ruci-Nusa Dua line and vice versa. The fly over road would take route from estuary area dam go through God Ruci statue to Nusa Dua and vice versa. The road would also pass through Ngurah Rai Statue, get ahead of Estuary dam area and God Ruci statue. At this Ruci area also, underpass road will be build connecting vehicles from Nusa Dua to Denpasar without any traffic light obstruct their trip.

Arriving at Ngurah Rai statue, the road users would meet with side routes, up from it is the route to the airport. The next side route will confront us with a bridge in Jimbaran, finally the flyover road would end in Siligita area that is also build as an unparallel intersection.

Flyover road assure could causing extraordinary traffic jam since there is no alternative road for Nusa Dua-Denpasar route. Thus make Sudikerta who also attended that meeting with Badung Council and related SKPD asked for the establishment of alternative road that would trace the mangrove forest to Nusa Dua, with intersection point at Ngurah Rai Statue and Jimbaran.
