Burying Poverty in Buleleng

Problem complexity triggered Junior High School graduates in Buleleng did not want entering Junior High School need immediate solution. One of them is raise number of scholarship, multiplying programs overcome poverty. Aside from it, the officials also should be more frequently seeing directly the villages and observing the social problems face by the people, especially those who live at the remote village locate far from the information center. Member of Commission C Buleleng Council, Putu Suarjana conveying things should be done in order to cut the devil circle tied education and poverty. He viewed that the government should construct integrated concept since the responsibility to raise the participation as well as the education quality is not merely rest upon the educational Agency. It needs programs from Public Men Power Agency, Social Agency, Men Power Agency, and other related agencies.

For instance, Public Men Power agency could establish the road for those children could conveniently go to school. Social agency could make program that directly touch the people needs and Men Power Agency could create job opportunities for poor families so they would have additional income and could send their children to school.

In that discussion, Suarjana stating his concerned toward the budgetary posts in Buleleng Fund and Budgetary with cost more in indirect budget. Thus, he hope for the budgetary team in council and executive could have the same interpretation and thought of facing poverty and education. “Regarding to poverty, Social Agency need to be more proactive proposing good program so they would receive more budget,” he said.

Meanwhile, head of Educational Council of Buleleng, Gusti Ngurah Agung stating the problems always come from children who did not continue their education is the typical reason would come from poor people. For poor, not going to school is the right thing to do. It is due to their point of view that thought of going to school would not solves their problem. But if they open a stand or begin a small business they sure could help their parents. “That’s the typical reason we need to overcome immediately,” he said.

The solution, said Ngurah Agung, we need to overcome first the typical problem usually face by the poor people. Those who can do it are the external parties that is government, village, adat or influential figures.
Unipas Singaraja Rector, Gede Metera concluded that the problem caused the low frequency of children continue their education is too complex. But from social-economic analysis had been conducted toward educational participation in Buleleng resulting in five main problems need to be solved.

First, children motivation to school is low. It is seen from their confession that they are bored to go to school. Second, household social-economic condition are low, due to the lots of families in Buleleng have average income per year merely 2.5 million Rupiah. That family could not send their children to school with that small income, moreover, one family usually have more than one children they need to send to school.

The third problem is parents’ aspiration toward low educational level. Their argumentation, the children have to go work in order to make greater income. But unfortunately, for them, education is something that cost money. The fourth ones is the existence of educational institution that is far away from the children domiciles. And the last one is social environment, as those children live in an environment where people identical with gambling and alike.

Metera says that not all the problems could be fixed with the same tool. For instance, the problem would not over merely with build a new school building for them or through giving them scholar only. Sometimes the scholar they achieved from the government was taken by their parent for food expense. Food expense then becomes another threat for education. “So it needs integrated respond,” Metera said.
